A powered toy without batteries is useless and doesn´t fulfill it´s task. Witness its source of power would be meaningless, unsuccessful and powerless. The disciples had been promised this power but were commanded to wait for its arrival. They had been gathered in prayer and preparation for that special time to arrive. The power to witness is the Holy Spirit - a personal part of the trinity, not some special force, who is not manipulated by humans but does not overpower the human will.
